MCIIS is a center of excellence which promotes the study of Intelligence in higher academic settings, while seeking to identify, promote, and employ best practices in the study and application of intelligence studies throughout its various disciplines (national security, law enforcement, business and academia). The institute was made possible by a grant from the U.S. Department of Education Fund for the Improvement of Post Secondary Education (FIPSE) in February 2004.
Is there a profession today that is being consistently described as a key to our national security and homeland defense?
Is there a profession today that lacks qualified candidates to fill the demands of potential government and private sector employers?
Is there a profession today in which persons with inquiring minds, love of history, geography, political science, current events and other liberal arts studies can be on the cutting edge of world events shortly after graduating from college?
Is there a profession that offers excellent career-long salaries and personal satisfaction while encouraging its practitioners to seek higher education while often paying for it?
The answer to all of the above is “yes” and that profession is intelligence analysis.
MCIIS strives for the following:
- Promote the development of academic programs designed to generate qualified intelligence analysts.
- Act as a catalyst to create an association of international intelligence educators that brings together practitioners to capitalize on common interests and goals.
- Provide temporary staff and headquarters to assist that organization during its development stage (i.e. Web site, e-group, journal, membership records, etc.)
- Develop liaison with intelligence-related educational entities and centers of excellence in national security, law enforcement and the private sector to identify “best practices” and establish common ground for partnerships and exchange of information and personnel.
- Compile and maintain an online catalog of nationwide intelligence-related educational offerings and resources.
- Identify the short-term and long-term training/education and product needs of intelligence analysts and their managers.
- Develop a series of conventional and distance-learning intelligence-related courses to meet identified educational/training needs.
- Design and implement a post-graduate certificate program for current analysts, employing distance learning where appropriate.
- Identify and train adjunct faculty/trainers to provide a high standard of both classroom and distance learning.
- Develop a series of model intelligence products (tactical through strategic) appropriate to identified needs.
- Develop a series of open source, non-classified case studies to be used in analytical training.
- Research and evaluate new and innovative techniques and tools applicable to the various stages of the intelligence process.
- Develop a research/services team to assist managers, analysts and educators in their day-to-day work through
- “best practices,”
- evaluation of individual intelligence cycle software applications,
- exploitation of open source resources and creation of an analyst’s library with historic and contemporary materials and appropriate Web links.
- Generate a series of publications and presentations by MCIIS staff and outside contributors advocating the legitimacy of academic intelligence studies, disclosing the above findings and recommending actions to produce user-friendly viable intelligence products.
