Education and Academic Interests
Dr. Marrin received his PhD in Foreign Affairs from the University of Virginia, with a dissertation evaluating the intersection of intelligence analysis and decision making. He previously received an MA from the University of Virginia, and a BA from Colgate University.
Dr. Marrin has written many articles on intelligence analysis, including one describing and evaluating new analyst training at CIA’s Sherman Kent School, a second that led to the creation of CIA University, and a third comparing intelligence analysis to medical diagnosis as a source of ideas for improving the quality of future intelligence analysis. He has also written about the potential inherent in the creation of a more formal intelligence analysis “profession,” with its formal practices possibly modeled on those that exist in medicine.
Dr. Marrin’s PhD dissertation on the intersection of analysis and decision has also led to the publication of articles and book chapters on intelligence analysis methodology, intelligence analysis theory, the difficult intersection of analysis and decision, and a forthcoming article (with Philip Davies) on an institutional mechanism potentially useful in closing the gap between producers and consumers.
In 2004 the National Journal profiled Dr. Marrin as one of the ten leading experts on intelligence reform. He is a member of the editorial advisory board of the International Journal of Intelligence and Counterintelligence; a member of the Board of Directors of the International Association for Intelligence Education; and Board member (program co-chairman) for the Intelligence Studies Section of the International Studies Association.
Formerly an analyst with the Central Intelligence Agency, Dr. Marrin later served with the US Congressional Government Accountability Office (GAO).
